President Obama announced that FHA will cut upfront fees for FHA Streamline Refinance loans it already insures. It  reduces the costs on up-front FHA mortgage insurance premiums to 0.01 percent from 1 percent of a borrower's loan balance for refinancing under the "streamline" program. It also cuts the annual fee for these loans half to 0.55 percent. It applies to loans taken out before June 1, 2009.  Currently, 3.4 million households with loans endorsed on or before May 31, 2009, pay more than a five percent annual interest rate on their FHA-insured mortgages.  By refinancing through this streamlined process, it’s estimated that the average qualified FHA-insured borrower will save approximately $3,000 a year or $250 per month. The streamlined refinance program is available to borrowers with FHA-insured loans who are current on their payments even if they owe more than their homes are worth. The program doesn’t require verification of income and employment, and it doesn’t mandate a new appraisal of the property.
